It is a common misconception that Time Lord word is law. Fortunately for anyone on the receiving end of a more scathing speech from the Doctor, this is not true. Less fortunately, Time Lords are law. Reality does not so much bend around them as it does revolve around them: Time Lords are reality.
...but then again, not all Time Lords are entirely Time Lord.
