The Master just showed up on Gallifrey, curious to steal some secrets. Only it isn't Gallifrey. Just something the imprisoned Romana made to get comfortable during the Time War, later wired up to be a trap for intruders. And after a highly confusing series of events, Clara Oswald is left in charge of a race that knows she should be dead. So, to stop the clever Master from discovering that he's in a simulation and taking control of what's connected to nearly every computer system on the planet, Clara sends Romana a layer further, to the deep Matrix, where secret evils are locked away, crimes are lost and forgotten- and where Pandora rests... He may not have literally destroyed Gallifrey, but after the discovery of the Timeless Child and allowing Pandora to reawaken, did the Master really fail his mission?
