The Doctor had set the screwdriver to scan for openings in the universes a very long time ago. It was a simulation that would take a few hundred years to perfect, and even then there was only a small chance that it could find a gap into the other universe. The screwdriver could only scan so much of the vast universe at once. Only if he was very lucky, and he usually wasn't.
